What turnkey actually means, and what it does not
The word is used loosely. At its most complete it means one company takes the property, runs the technical work, the permissions, the trades and the programme, and hands it back finished. At its least, it means the same builder who would have done the work anyway now also answers the phone.
The difference is worth pinning down before comparing prices, because project management is real work and someone is paying for it either way. A quote that carries it and a quote that assumes you will do it are not the same offer, even when the building work behind them is identical.
Ask each company what it takes responsibility for: the technical team, the permissions, the schedule, the trades it does not employ directly, the ordering of materials, and who you call when something on site needs a decision this week.
Questions worth asking before you agree a turnkey price

- Which parts are subcontracted, and who holds those contracts
- How decisions get made when you are not on the island
- How often you are updated, and in what form
- What happens to the price when something is found behind a wall
- Who orders and stores materials, and who carries the risk if they are late
- What the handover includes, and which certificates come with it

Does turnkey cost more?
The management is priced somewhere, whether it is named or not. A turnkey quote that looks higher than a builder-only quote may be carrying work the other one leaves with you. Compare what each includes rather than the totals.
Can I still choose the finishes?
Usually yes, and most owners want to. Agree early how choices are presented and by when they are needed, because late decisions are what stall a programme run from another country.
How do I know what is happening on site?
Ask for the reporting rhythm in writing before the work starts. Photographs at agreed stages are common and cost nothing to ask for.
