The window is short and everybody wants the same weeks
Island refurbishment happens between one season and the next, which means the whole trade is trying to book the same companies into the same handful of months. The companies that hold dates reliably are committed long before the season ends, and the ones still available in October are available for a reason.
That makes the booking decision earlier than the building decision. It is normal to fix a company and a window before the scope is fully drawn, and unusual for it to work the other way round. How far ahead should a seasonal refurbishment be booked?
Earlier than feels necessary, and earlier than the scope is ready. The window is short, every operator on the island wants the same weeks in it, and availability is the constraint that bites first.
Can we stay open during the work?
Sometimes, in phases, and it always costs more to build that way. Whether it is worth it is arithmetic rather than construction: set the extra cost of phasing against the revenue a closure would lose, and price both before deciding.
Can the work be done in batches across several years?
Often yes, and for guest rooms it is common. It works best when the specification is written once and repeated, so year three matches year one rather than approximately resembling it.
Who deals with the technical and regulatory side?

Will companies work nights or out of hours?
Some will, and it is priced accordingly. It is worth asking early rather than late, because a programme that assumes night working and a company that does not do it is a problem discovered at the worst point.
