This is land that was drained to be farmed, and the water underneath it has not gone anywhere. On a good number of properties here the ground floor is the part of the building that needs thinking about first.

Water that is managed, not blocked

Where the water table sits close to the underside of a floor, moisture arrives from below continuously rather than occasionally. The instinct is to seal the floor against it, and on an older building that is usually the wrong move: the water does not stop arriving, it simply comes up somewhere the seal does not cover, most often at the base of the walls.

The better answers work with it. A ventilated void beneath the floor, a drainage layer that gives water somewhere to go, and finishes above that allow the slab to give up moisture rather than hold it. On a modern building with a proper membrane the argument is different, so which kind of building you have decides the whole approach.

It is also why a floor here is worth investigating before it is specified. What is under the existing slab, how deep it sits, and what happens to it after heavy rain are all knowable, and they cost far less to find out than to discover after a new floor has been laid on top of them.

Can a damp floor simply be sealed?

On an older building it usually makes things worse, because the water keeps arriving and comes up at the edges instead. Sealing works where there is a proper membrane below; where there is not, the moisture has to be given a route rather than a barrier.

Is damp at the bottom of a wall a wall problem?

Often it is a floor problem appearing at the wall, which is why treating the wall alone tends to fail. Establishing where the water is entering costs very little and decides whether the repair will hold.

Is it worth raising the floor level?

Sometimes it is the simplest answer, and it depends on ceiling heights and on the doors and thresholds around it. Worth having priced alongside the alternatives rather than dismissed.
