At its fullest, turnkey means one company takes the property, runs the technical work, the permissions, the trades and the programme, and hands it back finished. At its least, it means the same builder who would have done the work anyway now also answers the telephone. Both get called turnkey, and neither company is being dishonest when it does.

Why the meaning stretches so far

Because the thing being described is a bundle rather than a task. A renovation contains building work, technical work, coordination, procurement, and somebody to make decisions when the owner is not available. A company can take on any subset of those and reasonably describe the result as managing the project for you.

The consequence for a reader comparing prices is direct. A quote that carries the technical team, the ordering and the programme, and a quote that carries the building work with a helpful contact, are not two prices for the same offer. Comparing their totals tells you almost nothing.

Ask about those seven directly. The answers are easy for any company to give, they differ genuinely between companies, and they explain price gaps that otherwise look inexplicable.

What it is actually worth

Coordination is most of what goes wrong on a renovation, and it is worth real money to move it onto somebody whose job it is. That is truest when the owner is in another country, when the property is empty, and when the programme has a date attached to it.

It is worth less when you are nearby, available, and enjoy the involvement. Some owners genuinely want to choose every tile and take the calls, and paying somebody else to do it is then buying something you did not want.

The questions worth asking before agreeing

  • Who is the single point of contact, and who covers when they are away?
  • What can they decide without asking you, and up to what size of change?
  • Which parts are subcontracted, and who holds those contracts?
  • How often are you updated, and in what form?
  • What happens to the price when something is found behind a wall?
  • Who orders and stores materials, and who carries the risk if they are late?
  • What does handover include, and which certificates come with it?

Does turnkey cost more?

The management is priced somewhere whether it is named or not. A turnkey quote that looks higher than a builder-only quote may be carrying work the other one leaves with you, so compare what each includes rather than the totals.

Can I still choose the finishes?

Usually yes, and most owners want to. Agree early how choices are presented and by when they are needed, because late decisions are what stall a programme run from another country.

How do I know what is happening on site?

Ask for the reporting rhythm in writing before work starts. Photographs at agreed stages are common and cost nothing to request, and what you are really buying is that silence means progress.

Is turnkey only for large projects?

No, though the value rises with the length of the programme and the distance you are from it. On a short job nearby, the coordination you are paying for is coordination you could easily do.
